My sister still has a joint mortgage with her ex but he no longer pays towards it. However, he is now asking my sister to add more money to the mortgage so that he can build onto the house and live in the annex with his girlfriend. Does she legally have to do this? He is saying if she doesnt he will throw her out the house and sell it.
Any additional borrowing will require both your Sister's and her ex' signatures on the application form and she is under no obligation to do this if she doesn't want to.
It sounds to me that your Sister needs to take legal advice and I recommend that she speaks to her Solicitor.
