I have a bad credit history but are looking to buy a house with a joint mortgage with my brother can I still get a mortgage?

It really depends on just what you have on your credit file and without seeing this I can not say whether or not there is any chance of being able to secure a mortgage.

You should get a copy of your credit file from one of these 3 credit agencies:
